BALANCE UPDATE TEST SERVER ANNOUNCEMENT

Dear Pilots, 
The EVE Echoes Test Server for the balance update will be open at 8:00 am (UTC+0), April 9th and will close at 10am (UTC+0), April 12th. To ensure players can continue to play on the Normal Server during the test, the test server will be released with a separate apk. You can click here to pre-download and install the test server. Please understand that the test is only available on Android devices due to the restrictions of Apple policy.
Please note that the accounts and data on Test Server are temporary, and are not related to your existing accounts on the Normal Server, and all data will be wiped after the test. Please try to avoid using the account and password on the test server that you frequently use.
To make sure every Pilot can better experience the updates and changes on Test Server, we will provide all needed resources like ISK, Skill Points and PLEX for you through in-game mail. Thank you for your understanding and continued support! All your suggestions and feedback are important to us!

New Features
Combat Commedation
Capsuleers can apply to the CONCORD for an additional reward for each bounty gained from repelling Pirates in the last 7 days (open the Wallet page> Filter > Bounty Rewards). CONCORD will grant ISK equal to 100% of the Bounty as an additional reward to encourage Capsuleers to continue fighting Pirates and defending the peace of New Eden.
Each bounty can only be claimed once, and it would be better for Capsuleers to destroy pirates as quickly as possible to get better results and claim extra bounties. Also, there is a max limit for each bounty of 200 million for now.
The higher the Tech Level, the more times you can apply for combat commendation every week. Unused applications can be stored for up to 4 weeks for future use. Please check the detailed rules in the in-game wallet interface.


Lazarus Unit Gift
Considering that Capsuleers may have Lazarus Unit needs after the balance adjustment, the CONCORD will provide Capsuleers with Lazarus Unit gifts.
During the event, when the Tech Level reaches 5, you can receive the Lazarus Unit. For higher Tech Levels, each level will unlock more rewards to be claimed. The exact amount is in accordance with the in-game event page.


Corporation Management Updates
When the Corporationleader is offline for more than 21 days, Corporation members can initiate a vote to change the CEO. Voting lasts for 48 hours. The vote is a registered ballot and the results will be made public. When voting is over, the Capsuleer with the highest number of votes will become the new Corps CEO.
Only Corporation members who have joined the Corporation and logged into the game within 3 days before the voting starts will be eligible to vote and can be voted for.


Anti-Drone Pulse Bomb
Introducing the Anti-Drone Pulse Bomb, a High Slot module that is usually fitted onto battleships. When enabled, it can damage all drones and fighters within a certain range.
The new module can be obtained from MK7 Module Blueprint Supply Box/MK9 Module Blueprint Supply Box.


PLEX Price Restrictions
A measure to stop malicious manipulation of the PLEX price. From now on, whenever a player attempts to sell PLEX/alter PLEX price/acquire PLEX, the price they set must be within this range:
Weekly Valuation x 80% ≤ Price ≤ Weekly Valuation x 120%


Balance Adjustments
Cosmic Anomaly
1. The blueprint types of the InquisitorAnomalies, Relics locations, and Capital Anomalies have been changed. Now the featured blueprints of each faction are more varied, while the gaps between average values are smaller. For more details, please refer to the Balance update.
2. All Data Sites now drop Combat/EngineeringIntegration Materials.
3. Sansha Deadspaces now drop Afterburners.


Encounters
The number of Encounters per day is now limited.
Alpha Clone
If daily Encounters accepted is greater than or equal to 40, you can no longer accept Encounters.
Omega Clone
If daily Encounters accepted is greater than or equal to 50, you can no longer accept Encounters.


Interdictors
1. All I and II Interdictors now have 1 more High Slot, and all IIIInterdictors now have 2 more High Slots.
2. Thrasher II Interdictor and Thrasher III Interdictor now gain a 3% damage bonus for each level. Other Interdictors gain a 2.5% damage bonus for each level.
3. Interdictions and Heavy Interdiction Cruisers now have 8.3% less speed. Interceptors now have 12.5% less speed.
5. Atron Interceptor and Warp Signature Radius penalty changed from -15%to -10%. Small Railgun damage bonus changed from 10% to 2.5%.
6. OptimalRange of Atron II Interceptor Warp Disruptor and Warp Scrambler changed from 5%to 6%. Warpdrive Signature Radius penalty changed from 15% to 10%. Damage Bonuschanged from 15% to 12.5%.
7. Warp Disruptor and Warp Scrambler Range Bonus removed from Slasher Interceptor. Its Small Cannon now has a 2.5% Damage Bonus instead of 10%.
8. ForSlasher II Interceptor, the Optimal Range bonus of its Warp Scrambler and WarpDisruptor decreased from 5% to 3%, and damage decreased from 15% to 12.5%.
9. For Executioner Interceptor, the Optimal Range of its Warp Disruptorand Warp Scrambler increased from 3% to 5%. Warpdrive Signature Radius penalty decreased from 15% to 10%. Damage Bonus is removed.
10. ForExecutioner II Interceptor, the Optimal Range of its Warp Disruptor and WarpScrambler changed from 5% to 8%. Warpdrive Signature Radius penalty changed from 15% to 10%. Damage Bonus changed from 15% to 10%.
11. Condor Interceptor's Damage +10% changed to Small Missile/Torpedo+2.5%.
12. Condor II Interceptor's Damage +15% changed to Small Missile/Torpedo explosion velocity +2.5% and Damage +10%.
13. Arbitrator Interdictor gets +1 Drone Slot and -1 Mid Slot. Other HeavyInterdiction Cruisers get -1 Mid Slot and +1 High Slot.
14. ForThorax Interdictor and Rupture Interdictor, the Effective Radius of their WarpDisruption Field raised from 10% to 12.5%.


Empire Ships
 1. All Exploration Frigates get +1Mid Slot. New exclusive bonus: Data Analyzer and Relic Analyzer AnalysisSuccess Rate +25%, Covert Ops Cloaking Device Reactivation Delay -50%.
2. Rokhnow has 31.6% more shields, armor, and structure.
3. Armageddon II gets +1 Low Slot. Effective Range of Energy Nosferatus and EnergyNeutralizers raised from 10% to 15%.
4. Armageddon gets +1 Low Slot.
5. New exclusive bonus for Scorpion and Scorpion II: Turret Effective Range +25%, Missile/Torpedo Flight Velocity +25%.
6. New exclusive bonus for Typhoon and Typhoon II: Missile/Torpedo Flight Velocity +5%for each level.
7. Typhoon gets +1 Mid Slot.
8. New exclusive bonus for Apocalypse: Large Laser Capacitor Consumption -5% for each level.
9. Tracking Velocity of Apocalypse Striker's Large Laser raised from 5% to 7.5%.
10. ForHarbinger Logistics and Drake Logistics, Remote Armor Repairer/Remote ShieldBooster activation time -8% changed to Armor Armor Repairer/Shield Boostereffect +20%, Remote Capacitor Transmitter Effective Range bonus increased from75% to 100%, and Capacitor Transmitter effect bonus increased from 20% to 25%.
11. For Augoror and Osprey, Remote Armor Repairer/Remote Shield Boosteractivation time -5% changed to Armor Armor Repairer/Shield Booster effect+12.5%, Remote Capacitor Transmitter Effective Range bonus increased from 50%to 75%, and Capacitor Transmitter effect bonus increased from 20% to 25%.
12. All Logistics Cruisers get +1 Mid Slot.
13. 5% secondary Damage Bonus removed from all Stealth Bomber II.
14. Algos II Assault's Sensor Strength +3% changed to Scan Resolution +3%.
15. Sensor Strength Bonus of Blackbird/Blackbird Covert Ops/Blackbird IICovert Ops/Blackbird Interdictor changed to Missile/Torpedo Flight Velocity+4%.
16. Blackbird III Covert Ops' Sensor Strength Bonus changed to Missile/TorpedoFlight Velocity +5%.
17. Scan Resolution Bonus of Celestis and its variants changed to TurretTracking Velocity +5%.
18. New exclusive bonus for Cyclone Guardian: Shield Booster Capacitor Need-5% for each level.
19. New exclusive bonus for Myrmidon Guardian: Armor Repairer CapacitorConsumption -5% for each level.


Faction Ships
1. Allnon-empire battleships can now have up to 8 locked targets.

Industrial Ships
1. ForVenture IV, Inertia Modifier decreased to 2, Warp Speed increased to 6 AU/s, and Mining Lasers yield raised from 30% to 35%.
2. Covetor Inertia Modifier decreased to 0.4, Warp Speed increased to 4AU/s.
3. For Nereus Combat/Humpback Combat, Structure +5% changed to Armor +5%.
4. For Tayra/Badger/Badger II, Ship Hold Capacity changed to20,000m³/30,000m³/40,000m³.
5. For Mammoth/Wreathe/Wreathe II, Ore Hold Capacity changed to20,000m³/30,000m³/40,000m³.
6. For Kyros/Nereus/Nereus II, Ore Hold Capacity changed to40,000m³/60,000m³/80,000m³.


Capital Ships
1. Explosion Velocity of Chimera's Light Fighters raised from 5% to 7.5%.
2. Explosion Velocity of Thanatos's Light Fighters raised from 5% to 7.5%.


Ship Mode
1. Velocity Penalty under Assault Mode decreased from 99% to 90%, instead warp is disabled.
2. UnderSniper Mode, Turret Effective Range/Missile Flight Velocity raised to 125%.Turret Tracking Velocity/Drone Tracking Velocity/Missile Explosion Velocityraised to 25%. Drone Command Range raised to 100%.


Skills
1. Laser Upgrade/Railgun Upgrade/Cannon Upgrade now provides 30% more Optimal Range instead of the previous 25% and have a 30% Falloff Range instead of the previous 35%.
2. Afterburner Operation and Microwarpdrive Operation now greatly reduce CapacitorConsumption and slightly reduce Activation Time, making them more flexible and consume less power per unit.
3. OreCompression effect raised from 50% to 75%.
4. AllRegular Ship Command skills now provide 20% speed instead of 45%.
5. Freighter Command skill now provides the same speed bonus as the other CapitalShips, up to 33%.


Weapons
1. Large Beam Laser Tracking Velocity decreased to 1.9.
2. Large Rifled Railgun Tracking Velocity raised to 2.
3. Large Pulse Laser Damage raised by 4%.
4. Large Cruise Missile Flight Velocity raised by 25%. Large Torpedo Launcher FlightVelocity raised by 50%.
5. Capital Cruise Missile, Flight Velocity raised by 50%, Activation Time reduced by 30%, and Damage reduced by 30%.
6. Capital Torpedo, Flight Velocity raised by 50%, Activation Time reduced by 40%, and Damage reduced by 40%.
7. Capital Rifled Railgun, Optimal Range changed to 90km, Falloff Range changed to 50km, Damage raised by 5%, and Tracking Velocity raised to 0.18.
8. Capital Snubnosed Railgun damage raised by 10%.
9. Capital Autocannon, Optimal Range changed to 12km, Falloff Range changed to48km.
10. Capital Strike Cannon damage decreased by 5%.


Modules
1. Small and Medium Shield Booster Cooldown Time reduced by 50%, activation cost reduced by 50%, and Shield Boost Amount decreased by 37.5%.
2. Small/Medium/Large Remote Armor Repairer Cooldown Time reduced by 3s/4.5s/6s. Activation Cost and Armor Boost Amount also reduced accordingly. The overall performance remains unchanged.
3. Shield Extenders, Armor Plates, and Capacitor Batteries have better passive effects and higher extra amounts when activated. Removed the percentage boost on activation, and increased the Reactivation Delay to 180s.
4. HeatSink, Magnetic Field Stabilizer, Gyrostabilizer, Macro Particle Stabilizers, Ballistic Control System and Drone Damage Amplifier now have higher PassiveDamage bonus and passive Activation Time bonus. Removed the extra damage bonus and the extra Activation Time bonus when activated. Restart Time increased to135s.
5. Interdiction Sphere Launcher Activation Time raised to 45s. Flight Time reduced to 90s. Increased Disruption Field range of Interdiction Sphere Launchers of different Metalevels. Fuel Consumption raised to 900GJ.
6. Increased the Disruption Field range of Warp Disruption Field Generators of different Metalevels.
7. Lowered damage resistance and reduced 50% Flight Velocity when ShieldField Modules are activated.
8. Shield Field Modules/Armor Link Modules now have lower powergrid requirements. Warp will be disabled when they are activated (only for Guardians).
9. Small/Medium/Large Shield Modules Activation Time changed to 40s/80s/120s, Restart Time changed to 20s/40s/60s. They now consume more fuel.
10. Small/Medium/Large Armor Link Modules Activation Time changed to 20s/40s/60s, Restart Time changed to 10s/20s/30s. They now consume more fuel.
11. Adjusted the resistance growth curve of Adaptive Resistance modules. Resistance of modules with Metalevels lower than 11 are reduced, those of modules with Metalevels higher than 11 are slightly increased.


Rigs
1. Railgun Ambit Extension, Capital Railgun Ambit Extension, Cannon AmbitExtension, Capital Cannon Ambit Extension, Laser Ambit Extension, and CapitalLaser Ambit Extension now raise Optimal Range and Falloff Range at the same time.
2. Increased the effect of Fighter Range Extender. Now it increases Falloff Range and Optimal Range at the same time.
3. Warhead Flare Catalyst, Core Defense Control Stabilizer, and Nano BotAccelerator now have better effects.
4. DroneRange Extender's effect changed to increase a fixed amount of Optimal Range.


Feature Improvements
1. From now, Corporations cannot set tax rate to 100% within 30 days of creation. The maximum tax rate is 20%.
2. We have removed the bounty penalty coefficient in nullsec regions. After the adjustment, you can get 100% of the bounty for repelling Pirates, compared to 95% before the adjustment.
3. Dreadnoughts and carriers now have Fuel Tanks (Prioritized when consuming fuel).
4. Adjusted the description of several modules.
5. Adjusted the default fitting of several ships to accommodate the slot changes.
6. Lowered the basic valuation of Nanocore and several SKINs.
